The 2nd Stage Loader usually prepares the flash disc inside the system.

Formatting is only done if the flash disc cannot be mounted due to the boot sector / file system information cannot be read.

The disk will not be formatted if the firmware file is corrupt or the filesystem itself has some lost clusters or other defects. If a recovery / backup firmware is started it must not assume the flash disk is in correct state or has already been re-formatted.
