The setup installs a driver named IBHnet coming from company IBHsoftec GmbH, why is it not coming from Hilscher?

The netTAP and netLINK MPI devices are both based on a cooperation between the companies Hilscher and IBHsoftec.

While Hilscher is manufactuing the hardware device itself IBHsoftec contributes the software in terms of a Windows driver package for STEP7 or TIA portal and the firmware in the device.

Hilscher sells the devices under the name netLINK MPI and netTAP MPI while IBHsoftec sells them as IBH Link S7 ++ and IBH Link S7 ++ HS. Both are 100% identical products. It doesn't matter where you buy them in the end just the DVD presents differently but the setup package included remains the same.
