Is a script downloaded via netSCRIPT debugger saved persistent in the target platform?

Yes. The netSCRIPT debugger locates the folder where to store the scripting file to automatically and downloads it persistent.

But if in the following a configuration download with SYCON.net software is executed afterwards including a script file also then this file will overwrite the netSCRIPT debugger loaded file.
