Where can the parameters of a typical display like the picture shows be changed, edited or created?

A

In order to make parameter modifications on a display choose the option "Edit referenced Display..." first.

Afterwards when the referenced display is shown then choose the option "File/Parameters"...

 

.... and the parameters will be listed
